Since the attacks of 11 September 2001, security regulations in aviation have been tightened time and again. Since 2002, special regulations have applied to all those involved in any way in the air cargo supply chain. On 29 April 2010, Regulation (EU) No. 300/2008 of the European Parliament came into force. It contains new rules on how companies must handle their air freight in civil aviation. In addition, the terms “known consignor” and “regulated agent” have been redefined.

In general, air freight may only be loaded onto aircraft with the status “SECURE” (SPX – Secured for Passenger Aircraft or SCO – Secured for Cargo Aircrafts Only). This means that anyone wishing to send their products by air freight in future has two options for achieving this security status.

Ship air freight “safely” yourself

However, it is only possible to send air freight “securely” yourself if the Federal Aviation Office has granted official authorisation as a known consignor. The shipper is then responsible for ensuring that the identifiable air freight or air mail is adequately protected against unauthorised access and manipulation at the company location or on the company premises. Structural or infrastructural changes may be necessary here. All air freight-relevant processes and measures must be listed in an air freight security programme. It is also necessary for the responsible personnel to undergo regular training. The Federal Aviation Office carries out regular and, above all, unannounced inspections to ensure that the information provided in the air cargo security programme is being adhered to. If these requirements are met, the identified air freight of the Known Consignor does not require a new security check. However, it only retains the “Secure” status if all participating companies are also certified as “Secure” in the supply chain. A freight forwarder, for example, must have the status of “Regulated Agent”.

Ship air freight “safely” through Exportverpackung Sehnde GmbH

Exportverpackung Sehnde GmbH is a “regulated agent” and carries out the necessary security checks in accordance with legal requirements and in coordination with the airlines. The specific characteristics of the respective air freight (e.g. density and weight) are taken into account. As a “regulated agent”, Exportverpackung Sehnde GmbH is able to transfer air freight from “unsafe” to “safe” status.
